In 1986, Massachusetts voters approved a ballot measure that stipulated that if the state has a tax surplus, that money must be distributed back to taxpayers. 1Massachusetts taxpayers may be in line for an average rebate of $250 Governor Charlie Baker mentioned the law this week while signing Massachusetts' annual budget, saying he hoped the state's surplus would result in payments to residents. Baker said the state's surplus was "probably north of" $2.5billion and tax revenue was up 20% from last year, according to WBUR.     INDIANAPOLIS (AP) — Josef Newgarden will start fifth in Saturday’s IndyCar race at Indianapolis Motor Speedway after series officials cleared the injured two-time series champ to qualify. The 31-year-old from Tennessee advanced to the final group of six qualifiers less than two hours after doctors examined him again. Newgarden responded by easily advancing through the first two rounds and then completed the track’s 14-turn, 2.439-mile road course in 1 minute, 10.6968 seconds. Felix Rosenquist won his second pole of the season with a time of 1:10.2265. Newgarden’s status for the race had been unclear until Friday after a hard crash last weekend at Iowa. (AP) — Foxconn Technology Group has qualified for nearly $30 million in Wisconsin tax credits, marking the first time the electronics giant has secured state aid since breaking ground on its facility in the state in 2018. The Wisconsin Economic Development Corporation on Wednesday verified that Foxconn had met job creation and investment benchmarks to qualify, based on documents provided to the Wisconsin State Journal. Foxconn created 579 eligible jobs and made a capital investment of $266 million at the Racine County facility last year, which qualifies the company for $2.2 million in job credits and $26.6 million in capital investment credits, the State Journal reported. “WEDC has determined that Foxconn created sufficient jobs and invested sufficient capital expenditures to qualify for tax credits under its amended contract,” WEDC secretary Missy Hughes said in a statement.
