The new rules are intended to address concerns about aging building infrastructure in the wake of the collapse of Champlain Towers South condominium in Surfside, Florida, last year.     (CNN)A respected French lecturer at Boston University was killed in what is believed to be a freak elevator accident.Boston police found Carrie O'Connor, 38, inside the elevator in her apartment building, Sergeant Detective John Boyle told CNN. The building is off campus.Her death was ruled an accident, Boyle said, caused by "traumatic asphyxia," which usually results when a heavy object suddenly crushes the chest. Police are still investigating the details of O'Connor's death, but witnesses told CNN affiliate WBZ Connor was loading a box into an elevator in her apartment building when the elevator suddenly plunged."It was horrifying," fellow tenant Leanne Scorzoni told WBZ of the incident.     A teenager has died hours after he was set on fire inside a Bronx apartment block during an argument with another man. Winston Ortiz, 18, was stabbed three times before being doused with gasoline and then having a lighted match thrown at him around 3pm on Wednesday afternoon, leaving him in critical condition. Police have revealed that the suspect entered the building just before Ortiz did and then carried out the brazen attack.     The personal assistant charged with murdering his wealthy tech entrepreneur boss was caught on surveillance video buying an electric saw and cleaning supplies just hours beforehand, prosecutors have revealed.  Tyrese Devon Haspil, 21, was arrested and charged with second degree murder Friday over the grisly murder of Fahim Saleh , 33, in his Lower East Side apartment earlier this week.  Police say Saleh was beheaded and dismembered inside the $2.2 million residence on Monday afternoon, before his remains were found by a family member the following day.  An electric saw and cleaning supplies were discovered inside the apartment.  Prosecutors have not released the name of the store where Haspil was recorded buying the supplies.     A 20-year-old woman has been arrested in Brazil after police said she threw her newborn son from her second-floor apartment building. Police in the São Paulo coastal city of Praia Grande were called to the condominium Thursday afternoon after a building worker discovered the boy inside a bag while she was checking through garbage bins. Cristiane Pereira, 46, told Brazilian news outlet G1 that she first lifted the bag and noticed that there was a lot of blood in the bin.
