    The world's population is set to hit eight billion by November 15 this year, a United Nations report has revealed. The study for World Population Day revealed that the pace of mortality slowing means the world's population will reach eight billion in just over four months time, 8.5 billion by 2030 and 10.4 billion by 2100. Population growth was growing at its slowest pace since 1950, having fallen below 1 per cent in 2020, UN estimates showed. India will surpass China as the world's most populous country in 2023, with each counting more than 1.4 billion residents this year - but the UN has warned that high fertility would challenge economic growth. India's population was 1.21 billion in 2011, according to the domestic census, which is conducted once a decade. The government had postponed the 2021 census due to the Covid-19 pandemic.     President Biden did not receive a game-changing approval bounce after the State of the Union address (SOTU), as his approval rating remains underwater by double digits, a Wall Street Journal survey released Friday found. The survey, conducted by Impact Research and Fabrizio, Lee & Associates after Biden’s SOTU address, found 57 percent disapproving of Biden’s job performance, compared to 42 percent who approved — a net negative of -15 percent. WSJ said these figures come “despite favorable marks for the president’s response to the Russian invasion of Ukraine and a recent State of the Union speech, which provided him an opportunity to directly speak to millions of Americans.” Not only did Biden fail to see a positive change in this survey, but 63 percent of voters said they disapprove of his handling of inflation.     The Los Angeles Unified School District (LAUSD) has given its staff an additional month to fulfill its COVID-19 vaccine mandate because thousands of workers have not yet met the requirement. Employees now have until November 15 to be vaccinated with two doses of Pfizer-BioNTech's or Moderna's Covid vaccine, but they must report at least one dose by October 15 - the original deadline - to continue working in-person. About one in five employees had not yet provided proof of their vaccination as of September 27, the Los Angeles Times reported.  The public school district is also one of the only school districts in the country to require vaccination for students ages 12 and up. If approved by voters, the minimum wage would increase incrementally for the next four years, starting in April of next year. The minimum wage would first increase to $13 next year, $13.50 by January 2023, and $14.25 by January 2024. That means the $15 minimum wage would be established in January 2025. The city clerk’s office verified with The Arizona Sun Times that they certified the petition on Thursday, called “The Tucson Minimum Wage Act.” The petition needed over 14,800 signatures; the campaign reportedly gathered over 25,000 signatures.     A 15-year-old girl was raped by a man inside a Brooklyn apartment a short time after meeting him at a local park, authorities said.  The teen victim went back to an apartment, believed to belong to the suspect, at Avenue F and McDonald Avenue in Kensington around 6:30 p.m. Dec. 4, cops said.  Once inside, the man, described as being in his early 20s, pushed the teen onto a bed and raped her, police said.  Then he demanded that she leave the apartment, authorities said.  She was rushed to the Kings County Hospital Center, where she was treated and released.  Cops say the suspect is about 6 feet tall, with a medium build and curly black hair.   He was last seen wearing a red, white and blue hooded jacket, black pants and Nike ‘Jordan’ red, white and black sneakers.     A 15-month-old girl was left in critical condition after being stabbed in the stomach inside a Brooklyn home on Tuesday, law enforcement sources told The Post. The toddler was injured in the back room of a Bedford-Stuyvesant apartment on Patchen Avenue near Jefferson Avenue at around 5 p.m., the sources said. She was rushed to Woodhull Hospital and then transferred to Bellevue Hospital in critical but stable condition. The only other people inside the home at the time were the tot’s grandmother and her nine-year-old brother, who has autism, according to sources. Police said they don’t think the mass shooting was a random act, but they didn’t explain beyond revealing that they think it stemmed from an “altercation” they didn’t specify. “Preliminary investigation has led us to believe that this shooting was not a random act, and was the result of an altercation.     Members of a Texas family say they “feel guilty” after a birthday party that left more than a dozen of them infected with the coronavirus. Alexa Aregonez, 26, of Arlington said she dropped off her 57-year-old mother, Enriqueta Aragonez, at the indoor celebration on Nov. 1 and within days, all of the relatives who attended had become sick with the virus. “My family always said it won’t be us — we protect ourselves.
