PORTSMOUTH – Last month, members of the Portsmouth City Council tabled proposed legislation that would have created a standard of care for recovery housing and addiction treatment facilities. The standard of care would have created a tax on inpatient and outpatient services, create a registration program for facilities, and subjected them to routine inspections. Several addiction and recovery facilities threatened to file litigation if the legislation was approved. Now, council is moving off the standard of care it had developed and is instead looking at other options. These options include expanding the temporary moratorium on new healthcare fatalities within city limits, lobbying the state legislature and Ohio Governor Mike DeWine to enact a standard of care, and potentially changing zoning codes to address supposed issues within the community. “We’ve shown people we want to respond to this very serious issue,” said Mayor and 1st Ward Councilman Sean Dunne during Monday evening’s meeting. “But there are challenges to what the city can feasibly and legally do. It has to do with finances, one, but also the way certain things are defined...

On Friday’s broadcast of the Fox Business Network’s “Evening Edit,” Rep. Kat Cammack (R-FL) celebrated a federal court blocking the Biden administration from lifting Title 42 but pointed out that there have been problems on the border even with Title 42 and stated that the Biden administration has “been very crafty in altering statutes and definitions and helping these folks to basically coach them up so that they fall into certain categories. I expect this will happen with Title 42.” Cammack said, “[I]t has been a disaster from day one, when Biden, with a stroke of a pen, created this border crisis. It’s by his own doing. Now, it’s tremendous news about Title 42, but let’s be clear. Title 42 was never the silver bullet to solve this. And you ask any Border Patrol agent, they will tell you they need a resounding policy to stop the flow of illegals coming across the border. This was just one tool in the toolbox. Reportedly, the U.S. is considering implementing similar packages of sanctions against China in the event that it moves forward with an invasion of Taiwan. Recent and repeated rhetoric from Chinese leadership indicates that it is not a matter of “if” but a matter of “when” China launches an invasion of Taiwan. A source close to the Chinese officials who met said, “No one site could think of a good solution to the problem. China’s banking system isn’t prepared for a freeze of its dollar assets or exclusion from the Swift messaging system as the US has done to Russia.” Reportedly, one idea proposed in the meeting was to force Chinese businesses that export to other nations to part ways with their holdings in U.S. dollars in exchange for Chinese renminbi. Other proposed solutions such as swamping U.S. dollar holdings to favor the Euro were not thought to be practical. Some of the Chinese leaders present doubted whether the U.S. even has the capacity to issue such sanctions on China’s economy. Andrew Collier, managing director of Orient Capital Research...

Washington (CNN)Nearly three weeks into Russia's invasion of Ukraine, the Biden administration is still assessing the most effective way to get military aid into the country without triggering a wider war. While administration officials say the effort to provide Ukrainian forces with American-made weapons such as Javelin anti-tank and Stinger anti-aircraft missiles has been largely successful, the White House is under intense pressure to do more. Specifically, both Congress and Ukrainian President Volodymyr Zelensky have pressured Biden officials to help broker the transfer of heavier Soviet-made weaponry to Ukraine, including MiG fighter jets and S-300 surface-to-air missile systems. It's a message that Zelensky could echo on Wednesday when he addresses Congress. But so far the Biden administration has opted not to help provide those heavier, Soviet-made weapons systems. The COVID-19 pandemic was nearly the nail in the coffin for many live performing arts theaters that were forced to shutter to meet health orders and later allowed to reopen, but only to limited audiences. Even when they opened, theaters had to contend with social distancing and masking guidelines that made it hard to rehearse and perform, and ticket sales were affected as leery audiences only slowly made their way back through the doors. That made it tough for some venues to stay afloat and often resulted in staff layoffs or reduced hours. But as the ancient Greek philosopher Plato said, “Necessity is the mother of invention,” and many theaters got creative and found ways to entertain audiences and keep some cash flowing in. One of those was Antioch’s historic El Campanil Theatre, which temporarily moved to live streaming and added other programs such as expanded education classes to fill in the gap. We talked with Executive Director Joel Roster to get an idea of some of the challenges as well as the changes, some of which might be staying...

BOSTON (CBS) — If the Celtics deserve credit for anything this season, it’s that they’re finding new and innovative ways to lose games. Wednesday night’s 99-97 loss to the Spurs in Boston may not have been the team’s worst defeat of the season, but it was easily the most frustrating. Despite having just about everyone back in uniform and on the floor Wednesday night, Boston’s fatal flaws were littered throughout the contest. They moved the ball well at times which led to some offensive outbursts, but then they reverted back into a stagnant, motionless team when they had the ball for much of the second half. They played some solid defense throughout that generated some extra looks, but then they did nothing on the other end. That was most prominent at the end of the game, when the C’s had multiple chances to force overtime or win the game. The electric car industry’s breakthrough is imminent. This technology has been around for several years now, and today there are more and more drivers planning to purchase an electric vehicle instead of a regular one. For both EV manufacturing and sales to continue to grow, drivers must find EV charging stations close to where they are. Always. The expanding phenomenon of electric vehicles is not only seen in the United States: numerous countries in Europe have invested in building more public EV charging stations. In America, President Joe Biden has put on the agenda the issue of encouraging the adoption of electric vehicles. The idea is to reduce the pollution generated by drivers and, therefore, to take care of the environment. For that to happen, the installation of EV chargers will continue and to find EV charging stations will become easier. How do electric vehicle chargers work? Every driver knows the existing types of gasoline. They’re not necessarily oil and gas experts, but they usually understand which is the most suitable for their vehicle. In that regard, it’s important for...

DETROIT (AP) — When the Detroit Lions punted with 8:30 left against the Chicago Bears, quarterback Jared Goff was already planning what his offense would have to do next. It ended up as a waste of time. Trailing 14-13, the Bears put together an 18-play, 69-yard drive before ending the game with a 28-yard field goal as time expired in Detroit’s 16-14 loss on Thursday. As Goff watched in disbelief, his team fell to 0-10-1. “When we came off the field with all that time left, it never crossed my mind that we’d never get back out there,” he said. “I figured, at worse, we would be looking at a four-minute drive to win the game. Our defense had been fantastic all day.” That defense, which has held three straight opponents to 16 or fewer points, couldn’t get one more stop. Chicago picked up five first downs and only had to convert twice on third downs. On third-and-5 from their 37, Andy Dalton hit Damiere Byrd for 13 yards, although a Lions holding penalty would have given Chicago a first...
Missoula, Montana (KHN)There was something a little different on stage at a recent performance of the musical "Sister Amnesia's Country Western Nunsense Jamboree," the first production for the Missoula Community Theatre since the beginning of the pandemic. All the actors wore clear face masks. That way, the audience could better see the actors' expressions, which is "a pretty big deal in live theater," said Jess Heuermann, who played Sister Mary Wilhelm in the show.Theater companies and musical ensembles looking to resume live performances are coming up with creative ways to make sure the show goes on safely, particularly in states that ban venues from imposing vaccine or mask requirements. Jess Heuermann performs in a clear mask during Missoula Community Theatre's production of "Sister Amnesia's Country Western Nunsense Jamboree." The entire cast wore clear masks so the audience could better see each actor's expressions. In states without such bans, productions can require proof of vaccines for cast, crew, administrative staff and audience members to protect against transmission of the virus that causes covid-19. That's what all 41 Broadway theaters in New York City...
