    SAO PAULO (Reuters) - Brazil's Paraná state government plans to sign an agreement with Russia to produce a newly launched COVID-19 vaccine, the head of the Parana Technology Institute (Tecpar) said on Tuesday in comments broadcast on cable news channel GloboNews. Earlier on Tuesday, President Vladimir Putin said Russia had become the first country in the world to grant regulatory approval to a COVID-19 vaccine after less than two months of human testing, a move hailed by Moscow as evidence of its scientific prowess. The vaccine still has to complete final trials, raising concerns among some experts at the speed of its approval, but the Russian business conglomerate Sistema has said it expects to put it into mass production by the end of the year. The ubiquitious messaging service in Brazil was finally entering the arena of payments by launching the service on June 15, after years of questions on how Facebook would make money from WhatsApp. But only eight days later, Brazil's central bank and anti-trust regulator blocked the service, saying it must be reviewed fair competition and data privacy concerns. Mastercard said in a statement that the tests would allow a limited number of cards to make small payments while the service is still pending central bank approval. The central bank said in a statement that "the request is being analyzed and is following the normal approval procedure," without elaborating.     Sao Paulo has started to dig up graveyards to create more space as coronavirus continues to ravage Brazil. In a statement issued Friday, Sao Paulo’s municipal funeral service said the remains of people who died at least three years ago will be exhumed and put in numbered bags, then stored temporarily in containers that will be delivered to other cemeteries within 15 days. In April, gravediggers at the cemetery Vila Formosa buried 1,654 people, an increase of 500 from the previous month. Numbers for May and June were not yet available.
