Tropical storm warnings were issued for coastal Texas and the northeast coast of Mexico. Nicholas is expected to produce storm total rainfall of 5 to 10 inches 13 to 25 centimeters), with isolated maximum amounts of 15 inches, across portions of coastal Texas into southwest Louisiana on Sunday through midweek. The committee has already released several portions of the package that it is set to consider, including those related to paid family and medical leave and expanding Medicare. The panel also has jurisdiction over any tax increases that will be included in the package to offset the cost of new spending, but it has yet to release legislation on this topic. The Ways and Means Committee is one of several House panels that will be considering portions of the social-spending package on Thursday.     Tropical Storm Henri packed a punch for the Northeast on Sunday and resulted in power outages across Rhode Island and flooding in nearby states, but the region was largely spared the worst-case scenario. The storm is considered to be slow-moving and expected to impact the region throughout Monday, the Providence Journal reported. There were about 76,000 National Grid customers in the state without power as of Sunday afternoon, the paper reported. The report pointed out that the state was largely spared the worst possible outcome after it was downgraded from a hurricane prior to reaching the state’s coast. As of 11 p.m. Wednesday, Tropical Depression Fred was about 20 miles south of Cap Haitien, Haiti.     MIAMI (CBSMiami) – A No-Swim advisory has been posted for an area of northeast Miami-Dade after a sewage line break. Miami-Dade Water and Sewer Department said an 18-inch wastewater pipe broke at 7900 Island Boulevard. The pipe break resulted in an unpermitted discharge to Little Maule Lake and surrounding surface waters. Based on previous breaks in this area, it is advised that the public avoids contact with the water in the following areas: Northeast 183rd Street to the north, Oleta River State Park Beach to the south, Biscayne Boulevard to the west and the Intracoastal Waterway to the east. Greynolds Park is also within the affected area. The No-Swim advisory also warns people to avoid other water recreational activities such as fishing and boating.

The Gloucester Daily Times reports that the state Division of Marine Fisheries on Thursday banned harvesting of all softshell and razor clams. Hundreds of firefighters aided by aircraft were fighting the Beckwourth Complex, two blazes sparked by lightning that were carving their way through the eastern edge of the million-acre Plumas National Forest in the northern Sierra Nevada near the Nevada state line. Campgrounds and homes around Frenchman Lake were under evacuation orders Friday and a nearly 200-square-mile (518-square-kilometer) area of the forest was closed because of the danger, fire information officer Pandora Valle said. After a day and night of explosive growth, the fire covered more than 38 square miles (98 square kilometers) at midmorning Friday, causing containment to drop to 11%.     A federal judge on Wednesday blocked a motion that would halt the implementation of some aspects of Georgia's new voting reform law. U.S. District Judge J.P. Boulee ruled that the timing of the request was improper due to the close proximity of the state's local runoff elections, set for Tuesday, and he determined that a change in Georgia's voting measures would hamper ballot casting already underway. "We are at the juncture where all of the challenged provisions are already the law. Therefore, an injunction would not merely preserve the status quo; rather, it would change the law in the ninth inning," the judge wrote, according to CNN.     A federal judge in Georgia declined to strike down portions of the state’s controversial voter law ahead of run-off elections slated for next week. The decision from U.S. District Judge Jean-Paul “J.P.” Boulee, a Trump appointee, did not weigh in on some of the most controversial aspects of the law, nor did it strike down a portion of the statute that changes the deadline for requesting absentee ballots.     Eating at least six portions of fruit and vegetables every day can reduce your stress levels and makes you less tense than those who avoid their greens, study shows. Researchers from Australia's Edith Cowan University examined the link between fruit and vegetable intake and stress levels of more than 8,600 people aged 25 to 91.  They found that those who consume at least 470g (16.5oz) of fruit and vegetables every day had 10 per cent lower stress levels than those who consumed under 230g (8oz). Levy last week ordered Detroit to notify the state within 24 hours after police call for a vehicle to be towed. That information typically triggers a notice to the car owner.
