    A University of Washington Medical Center professor said there should be laws preventing children from getting tattoos, despite previously signing a declaration that kids should receive sex-change treatments if they want it. Dr. Cora Breuner, a professor and pediatrician at Seattle Children's Hospital, was commenting on a case involving a Crystal Thomas, a New York woman who was arrested after allowing her 10-year-old son to get a tattoo. Though tattoos are illegal in New York for people under 18, other states do not ban them if parents give consent.  Breuner told the New York Times she thought children under 18 don't have the 'agency' to adequately make a decision about placing a 'permanent' mark on their body, and that laws should be put in place to prevent them from doing so.     Princeton University student Misrach Ewunetie's family slammed police for leaving them in the 'dark' after it was revealed her cause of death could take weeks.  Ewunetie, 20, of Euclid, Ohio - near Cleveland - was found dead on the Ivy League campus six days after she went missing on October 14.  Her family reported her missing after not being able to get in contact with the sociology student and said the cops kept them in the dark throughout the search.  'There's no constant update or interaction with us,' Universe told CNN.     A top vaccine expert and pediatric doctor is cautioning parents of healthy young people to hold off getting the new COVID booster shot, saying it can carry risks and its efficacy hasn't yet been proven.  Dr. Paul Offit, director of the Vaccine Education Center at the Children's Hospital of Philadelphia and a member of the Food and Drug Administration's Vaccine Advisory Committee, said he's not fully sold on the benefits of a third shot outweighing the harm.     Russia will be banned from Euro 2024 as the country's isolation from international sport continues over the war in Ukraine. The country has been suspended from UEFA and FIFA competitions since Vladimir Putin's military launched its invasion of Ukraine in February and has now been excluded from qualifying for the competition. The Court of Arbitration for Sport dismissed an appeal from Russia against the ban back in July.  UEFA confirmed on Tuesday that Russia will not be in the qualifying draw, which is scheduled to take place in Frankfurt on October 9. Host nation Germany will qualify automatically for the tournament. Last school year, the district said it lost at least seven teachers who struggled to afford the area. The average rent for a one-bedroom apartment in Milpitas is now nearly $3,000 a month, a 15% spike since last September, according to rental listing site Zumper.     Georgia is bolstering its abortion ban with legislation intended to support its definition that life begins in the early stages of development in the womb. A provision in the state's restrictive abortion law - which bans abortions after six weeks - allows people to claim embryos and fetuses as dependents worth $3,000 in tax credits. The state will also consider those embryos and fetuses legal residents and count them in its census surveys as part of the population.     Police bodycam footage captured the moment a Florida officer apprehended a jet ski thief, who could not swim.  On Sunday a sergeant from the Volusia Sheriff's Office assisted the Ormond Beach Police Department after they got a call about someone stealing a jet ski in the Halifax river, which is part of the Atlantic Intracoastal Waterway on Florida's east coast.
