    Who is paying for this tunnel’s cost overruns? Great Neck, L.I.: “The runaway train” (editorial, May 29) concerning the proposed Gateway Tunnel project is reminiscent of the ongoing MTA’s Long Island Rail Road East Side Access to Grand Central Terminal project. In 2001, the initial estimated cost was $3.5 billion with a completion date in 2011. The original Full Funding Grant Agreement between the Federal Transit Administration and the MTA was approved in December 2006. The $2.63 billion of FTA grant funding toward a $6.3 billion project cost remains unchanged (virtually all of which has already been spent). The total cost today is $11.2 billion, with the MTA having to cover the $5 billion and growing cost overruns. Under any FTA FFGA, the recipient of funding is responsible for any cost overruns. This does not include $4 billion more for indirect costs known as “readiness projects” carried offline from the official project budget.     Drivers on a stretch of Maryland Route 210 have been dodging construction, ruining tires on rough road and waiting through delays at an improvement project that was supposed to take two years. Six years later, they’re still wondering when it will be finished, and state highway officials have some answers. Work began in 2016 on the interchange where 210 intersects with Livingston Road to the east and Kerby Hill Road to the west. It’s near lots of apartment buildings and plenty of pedestrians. The end result will be an overpass allowing cross traffic to pass over, turning traffic to exit and through traffic to keep going without having to stop for a light. There are also paths for pedestrians and cyclists, which should help with safety on what’s called the area’s most dangerous road.     The Metropolitan Council has never lacked for enemies. Legislative Republicans especially have targeted the regional transit, sewage and planning agency for its backing of light rail transit and its power over land use policy in the Twin Cities. Rarely is the council mentioned without the preface “unelected.” But now the agency is having a hard time finding friends even among DFLers. The announcement earlier this year that the under-construction Southwest Light Rail transit project is going to cost hundreds of millions more and take three years longer to complete has led more legislative Democrats to question the managers if not the project itself. Footage captured in Brazil's northern Pantanal region, shows the predator named King Juru grab hold of the caiman underwater.
