    A three-story duplex in Philadelphia caught fire on Wednesday morning, leaving eight children and four adults dead in the city's deadliest fire in more than a century.  Philadelphia officials have not identified the victims, but family members told FOX 29 Philadelphia that they ranged in age from 1-year-old to 33-years-old.     MEXICO CITY (AP) — Three women who volunteered to investigate the 2011 massacre of 196 people later found out that they themselves had been placed under investigation by prosecutors, possibly because their findings embarrassed Mexican authorities. The three women said Wednesday their phone calls had been traced and they had been placed under surveillance. The case involved journalist, Marcela Turati, lawyer Ana Lorena Delgadillo, and Mercedes Doretti, the co-founder of a forensic investigation team. “This is not just an attack against us, it’s an attack on democracy,” said Delgadillo. All three have spent years investigating the cases of Mexico’s approximately 88,000 “disappeared,” mostly people thought to have been killed by drug cartels, their bodies dumped into shallow graves or burned. In 2011, authorities found 48 clandestine graves containing the bodies of 196 people in the northern border state of Tamaulipas. Most had their skulls crushed with sledgehammers, and many were Central American migrants.     The Chicago Police Department’s (CPD) decision to strip an officer of his police powers was a result, in part, of the man’s ownership of a house on the city's South Side where gunmen killed five people and injured three others, the agency’s top cop said Monday.  CPD Superintendent David O. Brown said there were "multiple reasons" for the discipline against Enrique Badillo Sr., linking the decision in part to the June 15 fatal shooting. Brown would not elaborate on why such a drastic step was taken against Badillo for his ownership of a building.     The Pentagon officer who allegedly fatally shot two men he believed were breaking into cars in the parking lot of a condominium on Wednesday has been pictured in his Pentagon Force Protection Agency photo. Takoma Park police have charged David Hall Dixon with murder for the off-duty shooting.  He faces two counts of second-degree murder and two counts of use of a handgun in commission of a felony, and reckless endangerment.  The victims have been identified as 32-year-old Dominique Williams, and 38-year-old James Lionel Johnson, and both were pronounced deceased at the hospital.  Police say Dixon lives in the condominium building where the shooting took place and that the suspects were in fact breaking into cars.     The four skiers who were killed in an avalanche while skiing on a Utah mountain on Saturday have been identified by authorities. The skiers were from two separate groups, and all eight had prepared with the necessary avalanche safety gear, authorities said.
